ਪੰਜਾਬ ਸਰਕਾਰ ਵੱਲੋਂ ਗਰੀਬ ਪਰਿਵਾਰਾਂ ਦੀ ਸਹਾਇਤਾ ਲਈ ਰਾਸ਼ਟਰੀ ਪਰਿਵਾਰਿਕ ਲਾਭ ਸਕੀਮ ਤਹਿਤ ਘਰ ਦੇ ਕਮਾਉ ਮੁੱਖੀ ਦੀ ਮੌਤ ਹੋ ਜਾਣ 'ਤੇ ਪਰਿਵਾਰ ਨੂੰ 20,000/- ਰੁਪਏ ਦੀ ਯੱਕ-ਮੁਸ਼ਤ ਵਿੱਤੀ ਸਹਾਇਤਾ ਦਿੱਤੀ ਜਾਂਦੀ ਹੈ।
ਇਸ ਸਬੰਧੀ ਹੋਰ ਜਾਣਕਾਰੀ ਸਾਂਝੀ ਕਰਦਿਆਂ ਸਮਾਜਿਕ ਸੁਰੱਖਿਆ, ਇਸਤਰੀ ਅਤੇ ਬਾਲ ਵਿਕਾਸ ਮੰਤਰੀ ਡਾ. ਬਲਜੀਤ ਕੌਰ ਨੇ ਕਿਹਾ ਕਿ ਕਿਸੇ ਵੀ ਪ੍ਰਕਾਰ ਦੀ ਮੌਤ (ਕੁਦਰਤੀ ਜਾਂ ਹੋਰ ਕਾਰਨ ਕਰਕੇ) ਹੋਣ ਦੀ ਸਥਿਤੀ ਵਿਚ ਗਰੀਬ ਪਰਿਵਾਰ ਨਿਰਧਾਰਿਤ ਯੋਗਤਾਵਾਂ ਪੂਰੀ ਕਰਨ 'ਤੇ ਇਸ ਸਕੀਮ ਦਾ ਲਾਭ ਲੈ ਸਕਦੇ ਹਨ। ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਪਰਿਵਾਰ ਵਿਚ ਕੋਈ ਮਹਿਲਾ, ਜੋ ਘਰ ਦੀ ਆਮਦਨ ਦਾ ਸਰੋਤ ਹੋਵੇ, ਉਹ ਵੀ ਘਰ ਦੀ ਕਮਾਉ ਮੁੱਖੀ ਮੰਨੀ ਜਾਵੇਗੀ ਅਤੇ ਉਨ੍ਹਾਂ ਦੇ ਪਰਿਵਾਰ ਨੂੰ ਵੀ ਇਹ ਮਦਦ ਦਿੱਤੀ ਜਾਵੇਗੀ।
ਇਸ ਸਕੀਮ ਅਧੀਨ ਪਰਿਵਾਰ ਸ਼ਬਦ ਵਿਚ ਪਤੀ-ਪਤਨੀ, ਛੋਟੇ ਬੱਚੇ, ਅਣ-ਵਿਆਹੀਆਂ ਲੜਕੀਆਂ, ਆਸ਼ਰਿਤ ਮਾਤਾ-ਪਿਤਾ ਕਵਰ ਹੋਣਗੇ। ਜੇਕਰ ਅਣਵਿਆਹੇ ਵਿਅਕਤੀ ਦੀ ਮੌਤ ਹੋ ਜਾਂਦੀ ਹੈ ਤਾਂ ਉਸ ਦੇ ਪਰਿਵਾਰ ਵਿਚ ਛੋਟੇ ਭਰਾ/ਭੈਣ ਜਾਂ ਆਸ਼ਰਿਤ ਮਾਤਾ-ਪਿਤਾ ਨੂੰ ਇਹ ਸਹਾਇਤਾ ਮਿਲੇਗੀ। ਇਹ ਵੀ ਜ਼ਿਕਰਯੋਗ ਹੈ ਕਿ ਕਮਾਊ ਮੁੱਖੀ ਦੀ ਮੌਤ 18 ਸਾਲ ਤੋਂ ਵੱਧ ਅਤੇ 60 ਸਾਲ ਤੋਂ ਘੱਟ ਉਮਰ ਵਿਚ ਹੋਈ ਹੋਵੇ। ਇਹ ਵੀ ਦੱਸਿਆ ਜਾਂਦਾ ਹੈ ਕਿ ਮ੍ਰਿਤਕ ਕਮਾਊ ਮੁੱਖੀ ਦੀ ਮੌਤ ਦੇ ਹਰ ਮਾਮਲੇ ਵਿਚ ਵਿੱਤੀ ਸਹਾਇਤਾ ਦਿੱਤੀ ਜਾਵੇਗੀ।
ਉਨ੍ਹਾਂ ਇਹ ਵੀ ਕਿਹਾ ਕਿ 2011 ਦੀ ਜਨਗਣਨਾ ਅਨੁਸਾਰ ਜੋ ਪਰਿਵਾਰ ਗਰੀਬੀ ਰੇਖਾ ਤੋਂ ਹੇਠਾਂ ਅਤੇ ਸਮਾਜਿਕ ਆਰਥਿਕ ਜਾਤੀ ਅਧੀਨ ਕਵਰ ਹੁੰਦੇ ਹਨ ਇਸ ਸਕੀਮ ਦਾ ਲਾਭ ਲੈ ਸਕਦੇ ਹਨ। ਮੰਤਰੀ ਨੇ ਆਖਿਰ ਵਿਚ ਕਿਹਾ ਕਿ ਇਹ ਯੋਜਨਾ ਪੰਜਾਬ ਸਰਕਾਰ ਦੀ ਸਮਾਜਿਕ ਭਲਾਈ ਵੱਲ ਇਕ ਹੋਰ ਵੱਡਾ ਕਦਮ ਹੈ, ਜਿਸ ਤੋਂ ਲਾਭ ਲੈਣ ਲਈ ਪਾਤਰ ਲੋਕ ਆਪਣੀ ਜ਼ਿਲ੍ਹਾ ਸਮਾਜਿਕ ਸੁਰੱਖਿਆ ਅਫ਼ਸਰ ਨਾਲ ਸੰਪਰਕ ਕਰ ਸਕਦੇ ਹਨ।
Under the National Family Benefit Scheme, the Punjab government provides a lump sum financial assistance of Rs 20,000/- to the family on the death of the head of the household. Sharing more information in this regard, Social Security, Women and Child Development Minister Dr. Baljit Kaur said that in the event of any type of death (due to natural or other reasons), poor families can take advantage of this scheme on fulfilling the specified qualifications. She said that any woman in the family, who is the source of income for the family, will also be considered the head of the household and this assistance will also be given to her family.
Under this scheme, the word family will cover husband and wife, minor children, unmarried girls, dependent parents. If an unmarried person dies, then the younger brother/sister or dependent parents in his family will get this assistance. It is also worth mentioning that the death of the head of the household should be more than 18 years and less than 60 years of age. It is also said that financial assistance will be provided in every case of death of the deceased earning head.
He also said that as per the 2011 census, the families which are covered under the below poverty line and socio-economic caste can avail the benefit of this scheme. The Minister finally said that this scheme is another big step towards social welfare of the Punjab Government, from which eligible people can contact their District Social Security Officer to avail the benefit.
