ਖਡੂਰ ਸਾਹਿਬ ਦੇ ਸੰਸਦ ਮੈਂਬਰ ਅੰਮ੍ਰਿਤਪਾਲ ਸਿੰਘ ਜੋ ਕਿ ਆਪਣੇ ਸਾਥੀਆਂ ਸਮੇਤ ਅਸਾਮ ਦੇ ਡਿਬਰੂਗੜ੍ਹ ਦੀ ਇੱਕ ਜੇਲ੍ਹ ਵਿੱਚ ਬੰਦ ਹਨ, ਉਨ੍ਹਾਂ ਤੋਂ ਹੁਣ NSA ਹਟਾਕੇ ਪੰਜਾਬ ਲਿਆਉਣ ਦੀ ਪੰਜਾਬ ਸਰਕਾਰ ਤਿਆਰੀ ਕਰ ਰਹੀ ਹੈ।
ਜਾਣਕਾਰੀ ਮੁਤਾਬਕ, ਕੱਲ੍ਹ ਤੋਂ ਸਾਰੇ ਕੈਦੀਆਂ ਨੂੰ ਅਸਾਮ ਦੀ ਡਿਬਰੂਗੜ੍ਹ ਜੇਲ੍ਹ ਤੋਂ ਪੰਜਾਬ ਲਿਆਂਦਾ ਜਾਵੇਗਾ। ਇਸ ਤੋਂ ਬਾਅਦ ਪੰਜਾਬ ਪੁਲਿਸ ਅੰਮ੍ਰਿਤਪਾਲ ਸਿੰਘ ਉੱਤੇ ਅਜਨਾਲਾ ਥਾਣੇ ਨਾਲ ਜੁੜੇ ਮਾਮਲੇ ਵਿੱਚ ਜਾਂਚ ਨੂੰ ਅੱਗੇ ਵਧਾਏਗੀ।

ਜ਼ਿਕਰ ਕਰ ਦਈਏ ਕਿ ਖਡੂਰ ਸਾਹਿਬ ਤੋਂ ਖਾਲਿਸਤਾਨ ਪੱਖੀ ਸੰਸਦ ਮੈਂਬਰ ਅੰਮ੍ਰਿਤਪਾਲ ਸਿੰਘ ਨੇ ਬਜਟ ਸੈਸ਼ਨ ਵਿੱਚ ਸ਼ਾਮਲ ਹੋਣ ਪੰਜਾਬ ਤੇ ਹਰਿਆਣਾ ਹਾਈਕੋਰਟ ਤੋਂ ਰਾਹਤ ਮੰਗੀ ਸੀ ਪਰ ਪੰਜਾਬ ਅਤੇ ਹਰਿਆਣਾ ਹਾਈ ਕੋਰਟ (HC) ਤੋਂ ਰਾਹਤ ਨਹੀਂ ਮਿਲੀ ਹੈ। ਉਹ ਸੰਸਦ ਦੇ ਬਜਟ ਸੈਸ਼ਨ ਵਿੱਚ ਸ਼ਾਮਲ ਨਹੀਂ ਹੋ ਸਕਣਗੇ। ਹਾਲਾਂਕਿ, ਸੰਸਦ ਵੱਲੋਂ ਛੁੱਟੀ ਮਨਜ਼ੂਰ ਕੀਤੇ ਜਾਣ ਤੋਂ ਬਾਅਦ ਹਾਈ ਕੋਰਟ ਨੇ ਉਸਦੀ ਪਟੀਸ਼ਨ ਦਾ ਨਿਪਟਾਰਾ ਕਰ ਦਿੱਤਾ। ਇਸ ਦੇ ਨਾਲ ਹੀ ਉਸਦੀ ਮੈਂਬਰਸ਼ਿਪ ਵੀ ਬਰਕਰਾਰ ਰਹੇਗੀ।
ਆਪਣੀ ਪਟੀਸ਼ਨ ਵਿੱਚ, ਅੰਮ੍ਰਿਤਪਾਲ ਸਿੰਘ ਨੇ ਕਿਹਾ ਕਿ ਜੇ ਉਹ ਲਗਾਤਾਰ 60 ਦਿਨਾਂ ਤੋਂ ਵੱਧ ਗੈਰਹਾਜ਼ਰ ਰਹਿੰਦੇ ਹਨ, ਤਾਂ ਉਨ੍ਹਾਂ ਦੀ ਖਡੂਰ ਸਾਹਿਬ ਸੰਸਦੀ ਸੀਟ ਖ਼ਤਰੇ ਵਿੱਚ ਪੈ ਜਾਵੇਗੀ, ਜਿਸ ਨਾਲ ਉਨ੍ਹਾਂ ਦੇ 19 ਲੱਖ ਵੋਟਰ ਪ੍ਰਤੀਨਿਧਤਾ ਤੋਂ ਵਾਂਝੇ ਰਹਿ ਜਾਣਗੇ। ਸੰਸਦ ਦੇ ਨਿਯਮਾਂ ਅਨੁਸਾਰ ਜੇ ਕੋਈ ਸੰਸਦ ਮੈਂਬਰ ਲਗਾਤਾਰ 60 ਦਿਨਾਂ ਤੱਕ ਸਦਨ ਵਿੱਚ ਹਾਜ਼ਰ ਨਹੀਂ ਹੁੰਦਾ ਅਤੇ ਉਸਦੀ ਗੈਰਹਾਜ਼ਰੀ ਨੂੰ ਮਨਜ਼ੂਰੀ ਨਹੀਂ ਦਿੱਤੀ ਜਾਂਦੀ, ਤਾਂ ਉਸਦੀ ਮੈਂਬਰਸ਼ਿਪ ਖਤਮ ਕੀਤੀ ਜਾ ਸਕਦੀ ਹੈ।
ਜ਼ਿਕਰ ਕਰ ਦਈਏ ਕਿ ਲੋਕ ਸਭਾ ਸਪੀਕਰ ਓਮ ਬਿਰਲਾ ਨੇ ਸੰਸਦ ਮੈਂਬਰਾਂ ਦੀਆਂ ਛੁੱਟੀਆਂ ਦੀਆਂ ਬੇਨਤੀਆਂ 'ਤੇ ਵਿਚਾਰ ਕਰਨ ਲਈ 15 ਮੈਂਬਰੀ ਕਮੇਟੀ ਦਾ ਗਠਨ ਕੀਤਾ ਸੀ, ਜਿਸਦੀ ਅਗਵਾਈ ਭਾਜਪਾ ਸੰਸਦ ਮੈਂਬਰ ਤੇ ਤ੍ਰਿਪੁਰਾ ਦੇ ਸਾਬਕਾ ਮੁੱਖ ਮੰਤਰੀ ਬਿਪਲਬ ਕੁਮਾਰ ਦੇਬ ਕਰ ਰਹੇ ਹਨ। ਅੰਮ੍ਰਿਤਪਾਲ ਸਿੰਘ ਦੀ ਬੇਨਤੀ 'ਤੇ ਵਿਚਾਰ ਕਰਨ ਤੋਂ ਬਾਅਦ ਕਮੇਟੀ ਨੇ ਉਨ੍ਹਾਂ ਨੂੰ ਗੈਰਹਾਜ਼ਰੀ ਲਈ ਛੁੱਟੀ ਦੇਣ ਦੀ ਸਿਫਾਰਸ਼ ਕੀਤੀ ਹੈ। ਹਾਲਾਂਕਿ, ਅੰਤਿਮ ਫੈਸਲਾ ਲੋਕ ਸਭਾ ਸਪੀਕਰ ਦੁਆਰਾ ਲਿਆ ਜਾਵੇਗਾ।
ਅੰਮ੍ਰਿਤਪਾਲ ਸਿੰਘ ਦੇ ਸਮਰਥਕਾਂ ਨੇ 23 ਫਰਵਰੀ ਨੂੰ ਪੰਜਾਬ ਦੇ ਅੰਮ੍ਰਿਤਸਰ ਵਿੱਚ ਹੰਗਾਮਾ ਕੀਤਾ। ਉਸ ਦੇ ਸਮਰਥਕਾਂ ਨੇ ਅਜਨਾਲਾ ਥਾਣੇ ‘ਤੇ ਹਮਲਾ ਕਰ ਦਿੱਤਾ ਸੀ। ਇਸ ਘਟਨਾ ‘ਚ 6 ਪੁਲਿਸ ਕਰਮਚਾਰੀ ਜ਼ਖਮੀ ਹੋ ਗਏ। ਅੰਮ੍ਰਿਤਪਾਲ ਸਿੰਘ ਦਾ ਕਹਿਣਾ ਸੀ ਕਿ ਸਾਡੇ ਇਕ ਸਾਥੀ ਲਵਪ੍ਰੀਤ ਤੂਫਾਨ ਨੂੰ ਪੁਲਿਸ ਨੇ ਗ੍ਰਿਫਤਾਰ ਕੀਤਾ ਹੈ, ਉਹ ਬੇਕਸੂਰ ਹੈ। ਉਸ ਨੂੰ ਪ੍ਰੇਸ਼ਾਨ ਕੀਤਾ ਜਾ ਰਿਹਾ ਹੈ। ਅੰਮ੍ਰਿਤਪਾਲ ਸਿੰਘ ਨੇ ਧਮਕੀ ਦਿੱਤੀ ਸੀ ਕਿ ਜੇ ਉਸ ਦਾ ਨਾਂ ਐਫਆਈਆਰ ਵਿੱਚੋਂ ਨਾ ਹਟਾਇਆ ਗਿਆ, ਤਾਂ ਉਹ ਥਾਣੇ ਦਾ ਘਿਰਾਓ ਕਰਨਗੇ। ਬਾਅਦ ਵਿੱਚ ਪੁਲਿਸ ਨੇ ਅੰਮ੍ਰਿਤਪਾਲ ਦੇ ਕਰੀਬੀ ਨੂੰ ਰਿਹਾਅ ਕਰ ਦਿੱਤਾ। ਹਾਲਾਂਕਿ ਇਸ ਤੋਂ ਬਾਅਦ ਪੁਲਿਸ ਨੇ ਐਕਸ਼ਨ ਪਲਾਨ ਤਿਆਰ ਕਰਕੇ ਅੰਮ੍ਰਿਤਪਾਲ ਸਿੰਘ ਅਤੇ ਉਸ ਦੇ ਸਮਰਥਕਾਂ ਖਿਲਾਫ ਕਾਰਵਾਈ ਸ਼ੁਰੂ ਕਰ ਦਿੱਤੀ ਸੀ ਤੇ ਉਨ੍ਹਾਂ ਨੂੰ ਗ੍ਰਿਫ਼ਤਾਰ ਕਰਕੇ ਅਸਾਮ ਦੀ ਡਿਬਰੂਗੜ੍ਹ ਜੇਲ੍ਹ ਵਿੱਚ ਭੇਜ ਦਿੱਤਾ ਸੀ।
The Punjab government is planning to revoke the National Security Act (NSA) against Khadoor Sahib MP Amritpal Singh, who is currently incarcerated in Dibrugarh Jail, Assam, along with his associates. The authorities are expected to transfer all the prisoners, including Amritpal Singh, from Dibrugarh Jail to Punjab starting tomorrow. After their relocation, the Punjab Police will proceed with investigations related to the case registered at the Ajnala police station against him.
Amritpal Singh had previously sought permission from the Punjab and Haryana High Court to attend the budget session of Parliament, but his request was not granted. As a result, he will not be attending the Parliament's budget session. The High Court disposed of his petition after Parliament granted him a vacation. His membership in the Parliament remains intact despite the rejection of his request.
In his petition, Amritpal Singh expressed concerns that his prolonged absence from Parliament could risk his Khadoor Sahib seat, which would leave his 19 lakh voters without representation. According to parliamentary rules, if an MP is absent for over 60 consecutive days without permission, their membership could be terminated.
A 15-member committee, headed by BJP MP and former Tripura Chief Minister Biplab Kumar Deb, was formed by Lok Sabha Speaker Om Birla to assess MPs' leave requests. This committee recommended that Amritpal Singh be granted leave, although the final decision rests with the Lok Sabha Speaker.
Amritpal Singh’s supporters caused unrest in Amritsar, Punjab, on February 23, by attacking the Ajnala police station, leaving six police officers injured. Amritpal Singh claimed that his associate, Lovepreet Toofan, had been unjustly arrested and was being harassed. He threatened to surround the police station unless his name was removed from the FIR. Following this, the police released his close aide. However, the authorities took action against Amritpal Singh and his supporters, arresting them and transferring them to Dibrugarh Jail.
