ਭਾਰਤੀ ਰੇਲਵੇ ਪੂਰੀ ਤਰ੍ਹਾਂ ਸਰਕਾਰ ਦੇ ਨਿਯੰਤਰਣ ਵਿੱਚ ਹੈ, ਹਾਲਾਂਕਿ ਪਲੇਟਫਾਰਮਾਂ ਅਤੇ ਇਸਦੀ ਦੇਖਭਾਲ ਦੀ ਜ਼ਿੰਮੇਵਾਰੀ ਪੀਪੀਪੀ ਮਾਡਲ ‘ਤੇ ਕੀਤੀ ਜਾਂਦੀ ਹੈ, ਪਰ ਕੋਈ ਵੀ ਇੱਕਲਾ ਵਿਅਕਤੀ ਜਾਂ ਕੰਪਨੀ ਇਸ ‘ਤੇ ਮਾਲਕੀ ਨਹੀਂ ਰੱਖ ਸਕਦੀ। ਪਰ ਪੰਜਾਬ ਦੇ ਜਿਲ੍ਹੇ ਲੁਧਿਆਣਾ ਦੇ ਇੱਕ ਕਿਸਾਨ ਨੂੰ ਕੁਝ ਸਮੇਂ ਲਈ ਅਜਿਹਾ ਕਰਨ ਦਾ ਮੌਕਾ ਮਿਲਿਆ।

ਇਹ ਵਿਵਾਦ ਸਾਲ 2007 ਵਿੱਚ ਸ਼ੁਰੂ ਹੋਇਆ ਸੀ। ਜਦੋਂ ਭਾਰਤੀ ਰੇਲਵੇ ਨੇ ਲੁਧਿਆਣਾ-ਚੰਡੀਗੜ੍ਹ ਰੇਲਵੇ ਲਾਈਨ ਬਣਾਉਣ ਲਈ ਸੰਪੂਰਨ ਸਿੰਘ ਸਮੇਤ ਕਈ ਕਿਸਾਨਾਂ ਤੋਂ ਜ਼ਮੀਨ ਪ੍ਰਾਪਤ ਕੀਤੀ। ਸਿੰਘ ਨੂੰ 25 ਲੱਖ ਰੁਪਏ ਪ੍ਰਤੀ ਏਕੜ ਦੀ ਦਰ ਨਾਲ ਮੁਆਵਜ਼ਾ ਦਿੱਤਾ ਗਿਆ, ਜਦੋਂ ਕਿ ਨੇੜਲੇ ਪਿੰਡ ਦੇ ਕਿਸਾਨਾਂ ਨੂੰ ਇੰਨੀ ਹੀ ਜ਼ਮੀਨ ਲਈ 71 ਲੱਖ ਰੁਪਏ ਪ੍ਰਤੀ ਏਕੜ ਮਿਲੇ। ਆਪਣੇ ਨਾਲ ਹੋਈ ਬੇਇਨਸਾਫ਼ੀ ਨੂੰ ਮਹਿਸੂਸ ਕਰਦੇ ਹੋਏ, ਸਿੰਘ ਨੇ 2012 ਵਿੱਚ ਇੱਕ ਪਟੀਸ਼ਨ ਦਾਇਰ ਕੀਤੀ, ਜਿਸ ਵਿੱਚ ਵੱਧ ਮੁਆਵਜ਼ੇ ਦੀ ਮੰਗ ਕੀਤੀ ਗਈ।

ਪਿਛਲੇ ਕੁਝ ਸਾਲਾਂ ਤੋਂ, ਅਦਾਲਤ ਨੇ ਉਨ੍ਹਾਂ ਦੇ ਹੱਕ ਵਿੱਚ ਫੈਸਲਾ ਸੁਣਾਇਆ ਹੈ, ਪਹਿਲਾਂ ਉਨ੍ਹਾਂ ਦਾ ਮੁਆਵਜ਼ਾ ਵਧਾ ਕੇ 50 ਲੱਖ ਰੁਪਏ ਪ੍ਰਤੀ ਏਕੜ ਅਤੇ ਬਾਅਦ ਵਿੱਚ 1.7 ਕਰੋੜ ਰੁਪਏ ਪ੍ਰਤੀ ਏਕੜ ਕਰ ਦਿੱਤਾ। ਅਦਾਲਤ ਦੇ ਹੁਕਮਾਂ ਦੇ ਬਾਵਜੂਦ, ਉੱਤਰੀ ਰੇਲਵੇ ਪੂਰਾ ਭੁਗਤਾਨ ਨਹੀਂ ਕਰ ਸਕਿਆ। 2015 ਤੱਕ, ਸਿੰਘ ਨੂੰ ਸਿਰਫ਼ 42 ਲੱਖ ਰੁਪਏ ਮਿਲੇ, ਜਦੋਂ ਕਿ 1.05 ਕਰੋੜ ਰੁਪਏ ਅਜੇ ਵੀ ਅਦਾ ਨਹੀਂ ਕੀਤੇ ਗਏ।
ਜਦੋਂ ਭਾਰਤੀ ਰੇਲਵੇ ਨੇ ਅਦਾਲਤ ਦੇ ਹੁਕਮਾਂ ਦੀ ਪਾਲਣਾ ਨਹੀਂ ਕੀਤੀ, ਤਾਂ ਜ਼ਿਲ੍ਹਾ ਅਤੇ ਸੈਸ਼ਨ ਜੱਜ ਜਸਪਾਲ ਵਰਮਾ ਨੇ ਸਾਲ 2017 ਵਿੱਚ ਇੱਕ ਸਖ਼ਤ ਕਦਮ ਚੁੱਕਿਆ। ਅਦਾਲਤ ਨੇ ਬਕਾਇਆ ਰਕਮ ਦੇ ਮੁਆਵਜ਼ੇ ਵਜੋਂ ਲੁਧਿਆਣਾ ਸਟੇਸ਼ਨ ‘ਤੇ ਸਵਰਨ ਸ਼ਤਾਬਦੀ ਐਕਸਪ੍ਰੈਸ ਨੂੰ ਜ਼ਬਤ ਕਰਨ ਦਾ ਹੁਕਮ ਦਿੱਤਾ। ਇਸ ਤੋਂ ਇਲਾਵਾ, ਲੁਧਿਆਣਾ ਰੇਲਵੇ ਸਟੇਸ਼ਨ ਮਾਸਟਰ ਦੇ ਦਫ਼ਤਰ ਨੂੰ ਵੀ ਕੁਰਕ ਕਰ ਲਿਆ ਗਿਆ। ਇਸ ਕਾਨੂੰਨੀ ਨਿਰਦੇਸ਼ ਦੀ ਪਾਲਣਾ ਕਰਦੇ ਹੋਏ, ਸੰਪੂਰਨ ਸਿੰਘ ਆਪਣੇ ਵਕੀਲ ਨਾਲ ਲੁਧਿਆਣਾ ਰੇਲਵੇ ਸਟੇਸ਼ਨ ਪਹੁੰਚੇ ਅਤੇ ਟ੍ਰੇਨ ਦਾ ਪ੍ਰਤੀਕਾਤਮਕ ਕਬਜ਼ਾ ਲੈ ਲਿਆ। ਇਸ ਨਾਲ ਉਹ ਇਸਦਾ ਅਸਥਾਈ ਮਾਲਕ ਬਣ ਗਿਆ।

In an unusual legal battle, Sampuran Singh, a farmer from Katana village in Ludhiana district, briefly became the owner of an Indian Railways train. This incident was the result of a long-standing compensation dispute between Singh and Indian Railways. The saga began in 2007 when the railway authorities acquired land from several farmers, including Sampuran Singh, for the construction of the Ludhiana-Chandigarh railway line. While farmers from a nearby village received Rs 71 lakh per acre, Singh was compensated at a rate of only Rs 25 lakh per acre. Singh, feeling unjustly treated, filed a petition in 2012 seeking higher compensation.
The court ruled in his favor multiple times, increasing the compensation first to Rs 50 lakh per acre and later to Rs 1.7 crore per acre. Despite these rulings, Indian Railways failed to make full payments. By 2015, Singh had received only Rs 42 lakh, while Rs 1.05 crore remained unpaid. The matter took a dramatic turn in 2017 when District and Sessions Judge Jaspal Verma ordered the seizure of the Swaran Shatabdi Express train as compensation for the outstanding amount. The office of the Ludhiana Railway Station Master was also attached.
In compliance with the court’s order, Sampuran Singh and his lawyer went to Ludhiana Railway Station and took symbolic possession of the Swaran Shatabdi Express, making him the temporary owner of the train. However, the train was soon abandoned, as a section engineer, with the help of a court officer, swiftly resolved the issue, and the train resumed its regular operations. Despite this, the compensation dispute remains unresolved, and legal proceedings continue.
Indian Railways, a crucial part of India's transportation system, is the fourth-largest rail network in the world, covering over 68,000 kilometers of track. It operates more than 13,000 passenger trains daily, catering to over 23 million passengers. Additionally, Indian Railways plays a vital role in freight transportation, moving approximately 3.3 million tonnes of goods every day.
